Vietnamese Students' Association has the purpose of to promote awareness of Vietnamese culture, to represent Vietnamese culture in cultural affairs as well as to provide fellowship among members and community and a forum for innovative ideas benefiting Gustavus Adolphus College.

Article I: Name The name of this club shall be: Vietnamese Students’ Association (VSA). This club is a student organization at Gustavus Adolphus College. Article I: Objectives Main goals of the club are: To promote awareness of Vietnamese culture to Gustavus Adolphus College. To represent Vietnamese culture in cultural affairs. To provide fellowship among members and community by actively participating in social and cultural events. To provide a forum for the presentation of innovative ideas to the benefit the College. Article II: Membership Membership is open to all students at Gustavus Adolphus College. Being an active member requires at least fifty percent attendance at VSA events, including meetings and activities. Non-students, such as alumni, may act as associate members, but may not vote or be voted for hold office. Article III: Officers The Vietnamese Student’s Association shall have a group of members called the Management Board (MB) consisting of seven (7) officers. Management Board’s responsibilities are to discuss, organize and facilitate all VSA decisions. President and Vice-Presidents It is the president’s responsibility to administer the club and preside over all meetings that occur in the general assembly. The president will be responsible for equally dividing the amount of work between MB officers, as well as making sure that the officers perform their respective tasks. It is the president’s and vice-presidents’ job to ensure that the organization operates in conformity with the principles set forth in this Constitution. The president and vice-presidents shall act as the liaison between the club and the administration of the college, and approve of any other organization that wishes to cooperate with the club. Vice-presidents shall preside over meetings, activities and events if the president is absent. Vice-presidents shall be responsible to supervise other MB officers frequently and keep everything on track. Secretary/ Historian The secretary/ historian shall record and prepare accurate minutes for all members’ meeting. The secretary/historian shall maintain and update member lists containing email address, telephone number, attendance, etc. The secretary/historian shall be in charge of notifying every member of upcoming events and activities. The secretary/historian is responsible for keeping track of all documents of the club (including events detailed plans, etc.) Treasurer/ Risk Manager The treasurer/ risk manager shall keep track of all monetary transactions of VSA and approve expenses for all transactions. The treasurer/ risk manager must be ready at every MB meeting to give a full and accurate report of the organization’s financial status. The treasurer/ risk manager should update the board members when a transaction has taken place or is going to be taking place. The treasure/ risk manager should keep being updated with financial information from the Student Senate or DLC. He/she shall be responsible of cooperating with Activities Coordinator as well as with President and Vice Presidents to make sure that there are no risks (financial and others) in any club’s activities. Media/Public Relations Manager He/she shall be responsible for recording videos and taking photos at events and activities. He/she should make the medias accessible to all members of the club. He/she will be in charge of all social network pages representing VSA. He/she should attend as many events with the group as possible. If he/she cannot attend a specific event, another person should be designated to be there instead. He/she shall be responsible of posters or any marketing activities. He/she shall maintain current contact with other associations around campus as well as developing extended relations with other school’s associations. Activities Coordinator He/ she shall be in charge of organizing activities for the club at least once a month. He/she has to make sure that a event’s activities are presented first to the board members before it takes place. He/she should be present and preside at club’s events and activities. He/ she is responsible for keeping documents of all activities planned and bring them in to the Secretary/Historian after each event. Article IV: Elections and Voting Section A Elections will be held at the end of spring semester. Nominations will be held one week prior to the election. Nominees must accept and be responsible with the nomination process before voting period. Current officers must approve the ability to be in Board of nominees. Nominees must give a speech about his/her motivation to join Board, prior experiences as well as his/her expectations of VSA and by what way he/she will help the club to achieve higher goals. President and vice presidents must have served a full year on the executive board Anyone is eligible to run for office Any current officers can be re-elected for the same or different position. Elections will be conducted by closed ballots which will be counted by current executive Board Section B Each active member is allowed to vote once. Members must be present to cast votes. Under specific circumstances (work, night exams…), members must be approved by Board to submit a vote through an absentee ballot. Members have the option not to vote if he/she feels a candidate is not fit for the position in which they are running or have been nominated for. In case that a candidate does not receive majority votes, the position will remain vacant and will require a special election to be determined by current Board Members. If any officer is determined to not sufficiently perform his/her duties, he/she may be impeached with a majority vote of the board members upon notification. Section C A special election (in the case that a board member is impeached/ resigned) will run in the same manner as a general election. Specific date and time will be determined by current Board members.
